This was also around the time when the world changed and much of the global society were facing lockdowns following the coronavirus pandemic. It was poor timing for many people who were already quite worried and anxious about how the pandemic would affect them, so adding on the news of a preventable data leak was not helpful.
The actual period that the information was exposed for was between April 2019 and February 2020. There are limitation periods to claim, and for some types of damages, you only have three years to either settle a case or initiate court proceedings.
